The park is located in the highest part of historic Pigna. Its design is the result of two factors: the demolition of the castle by the Genoese in 1754, following the cities rebellion the previous year, and the earthquake of 23rd February, 1887.
The highest area of Pigna was demolished since it was unsafe and a garden, rich in tall growing plants: ficus, Canary palms, cedars and pines, planned (1890).
The park is dedicated to Queen Helen (1873-1952), the wife of King Victor Emanuel Ill, for many years a guest and friend of Sanremo.
